Brief elevated latency on ap-south-1 webhook ingestion

Customers in ap-south-1 saw 2-5s added latency on webhook ingestion for ~12 minutes due to a misconfigured load balancer health check. We rolled back and added stricter pre-deploy checks.

We upgraded all primary databases from PG 14 to PG 16. The migration ran without downtime using logical replication. No customer impact.
